May Meeting
This month’s presenter, Mr. Alan W. Garcia, P.E., will be speaking about Broward County’s Neighborhood Improvement Projects. Mr. Garcia is the
Director of Environmental Services at the Broward County Office of Environmental Services (BCOES), and is the acting Director for the Environmental Engineering Division of BCOES. He has received a Bachelor of
Science from FAU, a Master’s of Science from UF, and has completed Post Graduate work toward his Ph.D. at FAU. His professional experience has taken him from consulting, to the City Engineer for Pompano Beach, to a
Senior Principal Engineer at Hazen and Sawyer, and finally to his current position with the County. Mr. Garcia is an active member in the American Society of Civil Engineers, the American Water Works Association,
and the American Public Works Association
April Meeting
This month’s presenter is Michael Davis. Mr. Davis holds a B.S. in Biology and Environmental Science and an M.S. in Biology, both from
Austin Peay State University. Mr. Davis has a notable background in water resources, environmental policy, legislation and governmental relations. He has served in a senior capacity in the Army Corps of Engineers,
the White House Council on Environmental Quality, the Environmental Protection Agency and the United States Department of the Interior. Most recently, he served as DOI’s Director of Everglades Restoration. In this
role he was responsible for the development and coordination of policy; and legislative and budget proposals related to the restoration of the South Florida Ecosystem. Before his appointment at DOI, Mr. Davis served
for five years as the Deputy Assistant Secretary of the Army. In this role, he was responsible for policy and legislation for the Army Corps of Engineers’ civil works program. This included the development and
authorization of the Comprehensive Everglades Restoration Plan, three Water Resources Development Acts. In addition, Mr. Davis served as the Chair of the White House Wetlands Working Group and was instrumental
in the development of national wetlands policy and regulations. With his extensive knowledge of state and national water and environmental policy, regulations and legislation, Mr. Davis leads Keith and Schnars in
its environmental and government markets. His reputation and recognition by environmental agency leaders and staff in the state of Florida and in Washington, D.C. offers our clients a profound resource for resolving
environmental issues as well as policy and legislative consulting services. Mr. Davis will be speaking about the Comprehensive Everglades Restoration Program (CERP).

March Meeting
This month’s presenter is Richard Tornese, the Assistant Director of Engineering for Broward County in charge of Capital Projects,
In-House Design, and Construction Management/Inspection. Mr. Tornese will be discussing Broward County’s upcoming projects, as well as current projects. Mr. Tornese has almost 20 years of experience, of which almost
5 have been with the County. He has worked in construction management/inspection for roads, bridges, and land development projects, as well as traffic engineering design and project management. Mr. Tornese was an
office manager and vicepresident of a local engineering firm before he came to the County’s Engineering Division. As usual, there will be an open forum following this month’s presentation.

October Meeting
Speakers: Gerry O’Reilly and Mary Conway Florida Department of Transportation - District 4
Mr. O’Reilly has worked for the FDOT since 1988. He graduated from University College Dublin, Ireland with a Bachelor of Engineering
Degree(1984), and a Masters in Engineering Science Degree(1986). He has worked in the District IV Design Department rising through the ranks to become the District Design Engineer in November 1997. He is currently
acting as the Division Director for the newly formed "Division of Planning and Production”.
Ms. Conway graduated University of Miami in 1989 with a Bachelor’s of Science in Civil Engineering. She worked at Florida Power and Light
from June 1989 to October 1991. She has been with the Florida Department of Transportation from October 1991 to the present. Since 1991, she’s been promoted to Consultant Management Engineer in July of 1997, and has
recently assumed the newly formed Program Management Engineer role in March of this year.

Speaker: Dr. Stephen Nix, Civil Engineering Department Chair of Florida Atlantic University
Topic: Civil Engineering Department added at Florida Atlantic University Dr. Nix is a native to South Florida and, after many years of
professional experience with other universities, has decided to return to South Florida to head up this important program. Because this is a new program, the "Owls" can use all the support they can
get from the local engineering community to get this program off to a great start!
Dr. Nix demonstrated how a local civil engineering program can be an asset to local engineering firms and to Broward County.
The Broward Chapter of FES is committed to being a responsible and proactive supporter to the FAU Civil Engineering Program.
